Charlotte Howard

Executive Director, Paramedic

Charlotte is from the United Kingdom where she studied Paramedic Science at the University of Lancashire and worked as a paramedic with North West Ambulance Service NHS Trust for over 22 years. She moved to sunny California in April 2016 to be with her husband and began working for the Encinitas Union School District as the school nurse at Paul Ecke Central Elementary. Now executive manager at Healthtopia Clinics, Charlotte is passionate about patient care and enjoys caring for her community in North County San Diego. Charlotte is also a beach and animal lover, as well as an avid soccer fan!


Angie Ibrahim

Office Manager, Medical Assistant and Xray Technician

Angie Ibrahim successfully performs as Office Manager for both the Encinitas and Rancho Santa Fe locations of Healthtopia Clinics. WIth an X-Ray Technician certification and over six years experience in both back and front end medical office procedures, Angie is well rounded and equipped to serve all patient needs. Her infectiously positive and professional personality allows patients to consistently experience an enjoyably efficient visit. Angie’s passion and understanding for patient care guides her daily mission to always best serve the needs of her patients.


Amber Carlton

Medical Assistant and EMT

Amber graduated from University of California, Los Angeles in June 2020 with a Bachelor of Science in Psychobiology. She has worked for four years as an Emergency Medical Technician and Beach Lifeguard for the fire department in Santa Cruz and as a medical assistant for an integrative gastroenterology practice in Los Angeles prior to joining Healthtopia Clinics. Growing up in Santa Cruz, she has always felt drawn to the outdoors, the ocean, and to taking care of the community and the environment. In her free time, Amber enjoys training for marathons, backpacking, surfing, writing, and practicing yoga.


Kristina Applegate

Senior Billing Specialist

Kristina Applegate has a Master of Business Administration, a bachelor’s degree in Criminal Justice, and over 7 years of experience as a medical biller for various offices across the country.  Kristina is very comfortable contacting insurance companies on our patients’ behalf to clarify any billing issues so our patients won’t have to.  She is an advocate for the patient and readily reaches out to them directly as well to help clarify billing questions and concerns.  Kristina is happily married to the love of her life.  They are the proud parents of 5 kids and live on their farm with their goats, chickens, ducks, and turkeys.


Tiffany Pliego

Medical Assistant and Xray Technician

Medical assistant and X-Ray Technician for 3 years. I have been in patient care for the past 10 years and love every aspect of it.

When I am not at work I enjoy spending time with my family and dog. I am a Leucadia native and love the beach.


Erika Rios

Medical Assistant

Erika performs as our sweet nurturing medical assistant. With her medical assistant certification and has over nine years of customer service; Erika brings her well-equipped customer skills to serve all our patients’ needs. Her hard work and dedication for patient care have guided her to give the best patient care possible. Her passion for patient care has pursued her to further her education in becoming a registered nurse in the future.

Kelly Nguyen

Kelly Nguyen currently studies Neurobiology with a minor in Human Development at UCSD. Her passion for helping people drives her to become a future medical doctor. She concurrently volunteers at the UCSD Health Emergency Department where she supports medical personnel and other staff to help make patients’ stay more comfortable. She also conducts clinical research with the All of Us Research Program which is geared towards improving healthcare and building a diverse database that can inform thousands of studies on a variety of health conditions. With experience as a Medical Assistant and certified as a Behavior Technician, she has a diverse experience with patients. In her free time, she loves dancing, cooking, and shopping for herself and others.


Keely Hoffmeyer

Front Desk

I was born and raised in Michigan; where I worked for 6 years in varies healthcare fields. My personal favorite was my time at Butterworth Emergency Department where I got to learn many skills, see outstanding procedures and work along side great staff. I moved to the sunny state of California just over a year ago to be with my amazing husband,Dylan, who is stationed at Camp Pendleton. We are dog parents to 3 amazing dogs, Fae, Laela, And Stan. We love to hike, go to the dog beach, try amazing new foods, and hit the batting cages. I’m currently perusing a degree in Radiology as well as completing my certifications in Billing and Coding, Health Administrative Assistant, and Electronic Health Records Specialist.
